'LT' LEONG, Liang Tian
'LT' LEONG, Liang Tian is one of the Founding Members of L3M International. Born to a Singaporean Mother, LT Leong was based in Washington, DC for over 26 years.
LT, who has over 19 years’ experience in U.S. government contracting, is highly respected in the United States defense arena.
In 2016, LT moved back to South East Asia to promote trading opportunities between Asia and America(s) to include United States, Latin America and PANAMA. He is especially very passionate in educating South East Asians on American and Western Culture so that people can understand the easiness of doing business between these 2 continents.
In the United States, LT’s expertise lies in all aspects of project and program management throughout the U.S. government contracting arena. His collaborative leadership approach and proven expertise has served to build and motivate diverse groups of people to accomplish team objectives in a PMO environment. LT uses his solid client-facing and consulting skills to actively engage clients in project processes from the latter stage of the sales cycle through the duration of the client relationship.
In 2012, LT moved into the environmental arena inside the Pentagon (Office of the Undersecretary of Defense Installations & Environment I&E). He has been instrumental in assisting the U.S. Navy Energy Department in finding solutions for alternative energy goals. LT has spent countless hours to develop strong relationships with multiple burgeoning industry partners overseas in Japan, Malaysia, and Singapore among others.
Since 2005, LT has provided direct liaison and program management support to Defense Agencies and Military Departments alike such as the Office of the Secretary of Defense Public Affairs (OSD PA), Office of the Deputy Under Secretary of Defense, Installations & Environment (DUSD (I&E)), The United States Air Force Surgeon General’s Office (AFMSA), United States Walter Reed Army Institute of Research (WRAIR) and the United States Marine Corps Manpower & Reserve Affairs (M&RA). Before going into the defense industry, LT spent seven years as a project manager in the Office of Government Contracting at the U.S. Small Business Administration.
LT, a certified Project Management Professional (PMP), has a diploma in project management from Georgetown University, as well as a master’s degree in Information Technology Management and a bachelor’s degree in International Business from the George Washington University. LT is also a graduate from the prestigious elite school of Valley Forge Military Academy and College where he first attended school in the United States. He is fluent in Mandarin, Cantonese, Fukien Dialect and Bahasa Malaysia.
